Context & Significance

Muharram marks the beginning of the Islamic lunar year and remains one of the most pivotal periods of remembrance for Shia Muslims worldwide. Rooted in the tragic events of Karbala, mourning rituals during this month symbolize defiance against injustice and deep reverence for Imam Hussein ultimate sacrifice.

Unfortunately, these highly visible commemorations can also expose Shia communities to heightened risks of persecution or violent attacks in 2025, especially amid rising sectarian tensions and historic anti-Shia activism in countries like Saudi Arabia, Pakistan, Bahrain, Afghanistan, and others.

For Shia Communities — Know Your Rights & Stay Safe

  1. Learn Your Rights

  • Study your nation’s constitution and international commitments (e.g., ICCPR’s freedom of religion clauses).
  • Document any attempts to suppress your religious practice—e.g., bans on gatherings or seizure of religious materials.
  1. Coordinate with Security Forces

  • Reach out to community liaisons within your local police or public safety department.
  • Request consultations on crowd control, surveillance systems, or permit procedures for Muharram events.
  • Submit necessary permits early, and formally request police presence or escorts for processions.
