SRW’s Early Alerts Confirmed: Deadly Identity-Based Assault on Alawite Community in Homs

Shia Rights Watch expresses its strongest condemnation of the recent attack that struck residential areas inhabited by members of the Alawite community in Homs Province, resulting in at least 13 civilian deaths and injuries. Targeting individuals on the basis of their religious identity constitutes a grave breach of fundamental human rights, including the right to life, security, and freedom of belief as affirmed in international human rights law.
This attack reflects a deeply troubling pattern of violence against religious minorities in the region. Deliberate assaults on civilians not only violate core principles of human dignity but also heighten social fragmentation and undermine efforts to maintain stability and protect community wellbeing.

Shia Rights Watch urgently calls for the following actions:

1. Independent international investigation
   An impartial and credible inquiry is needed to establish the facts, determine responsibility, and ensure that those behind this attack are held accountable.
2. Accountability for perpetrators
   All individuals and groups involved in the planning, execution, or facilitation of the attack must be prosecuted under relevant national or international legal frameworks addressing war crimes and identity-based violence.
3. Immediate protection measures
   Authorities must strengthen security provisions for Alawite neighborhoods and all religious minorities in Homs and other affected areas. Measures to curb identity-based incitement and hate-motivated rhetoric are equally essential.
4. Comprehensive support for victims
   Victims and their families should receive full and fair compensation, along with sustained medical, psychological, and social support consistent with international standards on victims’ rights.

We call on the international community, UN agencies, and human rights institutions to uphold their legal and moral responsibilities to prevent further abuses and address the persistent climate of impunity that enables such attacks.
